This is a unique opportunity to lead at the intersection of asset management, community resilience, and emergency response. As Head of Community Resilience & Assets, you will set strategic direction and drive delivery of the Council’s long-term vision—ensuring our city’s critical infrastructure and community assets are robust, adaptable, and ready to meet both every day and emergency needs.

The Role
You’ll lead an integrated portfolio that combines asset planning, community resilience, and emergency management, ensuring that every investment supports long-term community wellbeing. Central to your success will be your ability to apply strong asset management expertise—optimising renewals, maintenance, and capital programmes while embedding resilience and sustainability across all operations.  You’ll empower teams to deliver exceptional outcomes, foster strong local partnerships, and help shape safe, connected and thriving places for everyone.
You will:

  • Provide strategic leadership across community resilience, emergency management, and asset portfolios—aligning work programmes with Council’s long-term goals.
  • Empower technical experts to deliver best-practice asset management, ensuring assets are safe, efficient, and adaptable for the future.
  • Oversee complex capital projects, driving measurable performance and accountability in delivery.
  • Build and sustain partnerships with iwi, community groups, emergency services, and government agencies to create integrated, resilient solutions.

About You
You are an accomplished leader who combines strategic insight with hands-on experience in asset management and infrastructure planning. You understand how to balance operational priorities with long-term resilience goals and are skilled at translating technical asset information into strategic decision-making.
You’ll be confident engaging at council and community levels with a broad understanding of local government systems, guiding subject matter experts to deliver tangible outcomes that strengthen local resilience. Your ability to connect people, process, and purpose will help shape a safer, more connected, and thriving Napier.  You know how to elevate the visibility of your function, ensuring its impact is understood and valued across the organisation and beyond.

Ideally you will bring:

  • Tertiary qualification in Asset Management, Engineering, Community Development, Public Policy, or a related discipline.
  • 9–12 years’ senior leadership or advisory experience in local government, asset/infrastructure management, or community development.
  • Proven experience in developing and delivering asset management strategies and complex work programmes that enhance community outcomes.
  • Strong understanding of community engagement and exceptional relationship management skills.
  • Expertise in leading multi-disciplinary teams and fostering collaboration across stakeholders.
