Waikato | ASAP Start Short-Term Contract Position | Local Government Experience Essential

An exciting Contract opportunity has arisen for an experienced Long-Term Plan (LTP) Programme Manager to join a Waikato-based local government organisation at a pivotal time. You will be working in a transformation environment and will be responsible for establishing the LTP programme and structure, and prioritising activities that need to happen immediately. As part of the Contract, you will be liaising with external and internal stakeholders.
The function will sit at the heart of the organisations long-term strategic direction and will oversee the end-to-end programme management of the Long-Term Plan, ensuring a disciplined programme structure, robust governance, and clear decision-making pathways. This Contract position will be working to tight timeframes, so it is essential you are able to work at pace and under pressure.
Following a transformation programme the focus of this Contract role is to reset and strengthen how planning is approached across the organisation, challenging traditional ways of working, embedding improved processes, and driving a more strategic, transparent and financially sustainable planning model.

You will ensure the LTP:

  • Is delivered on time and in full compliance with the Local Government Act
  • Provides high-quality, accurate and accessible information
  • Supports sound financial management and long-term sustainability
  • Aligns organisational priorities with community expectations

  
Key Responsibilities

  • Establish the new LTP programme
  • Design the structure and prioritise the execution of key activities
  • Partner with senior leaders to align planning with the Council’s transformation objectives
  • Engage effectively with elected members, residents, and key stakeholders
  • Ensure organisational, service delivery and financial impacts are clearly articulated
  • Balance community expectations with legislative obligations and financial constraints
  • Provide strategic oversight and programme discipline across multiple workstreams

  
About You
To be successful in this Contract, you will bring:

  • Proven experience delivering a Long-Term Plan within local government (essential)
  • Strong programme management capability, including governance and reporting
  • Experience working within a similar public sector environment
  • The confidence and credibility to challenge existing practices and influence senior stakeholders
  • A strong understanding of financial planning in a local government context
  • Excellent stakeholder engagement skills, particularly with elected members and community groups

This is a high-impact role requiring someone who can operate both strategically and operationally, bringing structure, clarity and momentum to a critical organisational programme.
