New Learning and Continuous Improvement Leadership Team

The Ministry of Social Development is the lead agency for the social sector and services over a million people from over 160 centres around the country.  It has recently completed a review of its Training and Quality function in order to provide better support, connectivity, integration and leadership in the way it delivers its services.  The outcome is a new improved operating model which includes the establishment of a dedicated Learning and Continuous Improvement function.

The structure that will support this function will be led by the General Manager, Service Delivery Capability who reports to both the Group General Manager, Client Service Support and a dotted line to the Group General Manager, Client Service Delivery.   The General Manager, Service Delivery Capability will be supported by a team of six Managers, Capability.  This structure will provide a more holistic and connected Service Delivery function throughout the Ministry.

We are looking for outstanding candidates for the General Manager, Service Delivery Capability and six Manager, Capability roles.   More information about these roles is provided below:

General Manager, Service Delivery Capability

We have partnered with MSD to recruit a General Manager Service Delivery Capability to lead and deliver all strategic capability and continuous development initiatives for Service Delivery. The Learning and Continuous Improvement Group has seized this opportunity to establish a new structure based on lifting the profile of learning and continuous improvement through implementation of capability strategies across service delivery, enabling positive client experiences.

About you:

  • Experience leading and managing a service delivery unit in the public sector and / or large and complex organisation.
  • Sound knowledge and understanding of contemporary learning and capability development practices and tools.
  • Demonstrated ability in relationship, influencing, and ensuring effective communication
  • Exceptional ability to lead people through change
  • Courage / resilience and expertise to deliver strategic outcomes

Managers, Capability

There are six Managers, Capability roles.  These roles are the enablers of a learning and continuous improvement culture, focused on building capability and improving the quality of service provided to the Ministry’s clients.  Managers, Capability will work as strategic partners with Service Delivery Managers to ensure connectivity and people capability across all Service Delivery functions.  Each role is responsible for supporting one of the functional lines outlined below:

Manager, Capability – National Office

  • Deliver a strategy for learning & continuous improvement
  • Focus on building organisational capability
  • Wellington Based role

The Role

The Manager Capability – National Office is responsible for delivering a strategy for learning and continuous improvement that is aligned to MSD priorities and objectives. This role will lead a team of learning and quality professionals to establish a culture of learning which is focussed on building organisational capability and equipping MSD people with the skills and resources to deliver consistent positive client experiences. The Manager Capability National Office will work as a strategic partner with MSD Managers, and other Capability Managers, to ensure connectivity and a joined-up approach across Service Delivery ensuring future capability needs are understood and planned for.

About you

Along with your exceptional communication skills, business acumen and proven experience in operating collaboratively, we are seeking candidates who have:

  • Significant experience of continuous improvement strategies, risk management and assurance practices
  • Knowledge of workplace learning design principles and adult learning methodologies
  • Comprehensive knowledge and understanding of current trends in workplace learning, development and continuous improvement
  • Proven leadership with the ability to support and articulate a vision, lead and influence people effectively
  • Record of strategic leadership in large and complex organisations
  • A relevant degree level qualification or equivalent experience

The Ministry of Social Development (MSD) is the lead agency for the social sector.  They help the Government to set priorities across the sector, co-ordinate the actions of other social sector agencies and track changes in the social wellbeing of New Zealanders.

The Roles

These roles will be responsible for delivering a strategy for learning and continuous improvement that is aligned to MSD priorities and objectives. Each Capability Manager will lead a team of learning and quality professionals to establish a culture of learning which is focused on building organisational capability and equipping MSD people with the skills and resources to deliver consistent positive client experiences. These roles will work as strategic partners with wider MSD Managers, and other Capability Managers, to ensure connectivity and a joined-up approach across Service Delivery for learning and improvement.

Below are the Manager Capability roles including the service line the role will look after and where they can be located within NZ:

Manager Capability – Centralised Services – Location: either Whangarei, Auckland, Palmerston North or Wellington

Manager Capability – Integrity and Debt – Location: either Lower Hutt, Wellington or Auckland

Manager Capability – Contact Centres – Location: Lower Hutt, Wellington

Manager Capability – Client Service Delivery x 2 – Location: one role in Auckland and the other is flexible on location

 About you

Along with your exceptional communication skills, business acumen and proven experience in operating collaboratively, we are seeking candidates who have:

  • Significant experience in adult learning, the delivery of continuous improvement strategies, risk management and assurance practices
  • Comprehensive knowledge and understanding of current trends in workplace learning, development and continuous improvement
  • Proven experience leading large teams in complex organisations, including the ability to monitor, review and improve capability to deliver service
  • Strengths based leadership, with the ability to collaborate with other across the spectrum of national and regional functions.
  • A relevant degree level qualification or equivalent experience

Please note that regular travel will be required for all roles.
