Principal Policy Advisor – Two years fixed term

This position would sit in NEMA’s Emergency Management Policy Team (EMPT), but report to the Chief Executive. EMPT is responsible for providing policy advice relating to the CDEM Act and the wider emergency management system. One of EMPT’s key priorities is a legislation reform programme to modernise the CDEM Act. The CDEM Act underpins the roles, responsibilities, statutory powers and structure of the emergency management system, and needs to be updated to ensure it is fit for purpose. EMPT also supports NEMA and its Regional Emergency Management Advisors during responses to emergencies, providing advice on the use of the CDEM framework including, statutory powers, and other policy issues including funding.

As the Principal Policy Advisor you will bring the following attributes:

  • Understands and is able to lead others in the effective processes of policy proposals, including on large-scale, complex cross government programmes through Cabinet Committee processes and legislative and Parliamentary processes
  • Experience in developing policy for legislative change including the drafting of legislation phase
  • Experience in working on emergency management type issues
  • Knowledge of the CDEM Act 2002, the National CDEM Plan, and National Disaster Resilience Strategy
  • Advanced experience in public policy
  • Credibility and a reputation as a ‘trusted advisor’
  • Ability to work at strategic and operational policy levels
  • Ability to mentor/coach less experienced staff
  • Strong relationship management
  • Effective project management, planning and organising skills and experience

Senior Advisor – Executive Office

Strategic Planning, Governance and Assurance (Maternity leave cover – Fixed term or Secondment – through to late January 2022)

This position would sit in NEMA’s Executive Office and report to the Chief Executive. The role of the Executive Office team is to support the Chief Executive in her leadership of the organisation. The Senior Advisor, Strategic Planning, Governance and Assurance has a key part to play providing advice to, liaising with, and supporting NEMA’s Chief Executive (CE), Deputy Chief Executive (DCE), and Senior Leadership Team (SLT). The role has a primary focus on supporting and advising on NEMA’s overall approach to strategy, organisational planning, strategic finance, governance and assurance.

This role provides maternity leave cover on a fixed term or secondment basis through to late January, 2022.

As the Senior Advisor you will bring the following attributes:

  • Sound experience in providing advice and briefings to senior leaders, and the ability to manage relationships at a senior level and with Ministers’ offices.
  • Significant business strategy and planning knowledge and experience.
  • Sound financial acumen.
  • Experience in procurement/contract management/process improvement.
  • Sound political nous and understanding of the government environment and processes.
  • Strategic, conceptual and critical thinking skills and strong analytical ability.
  • Highly effective planning and organisational skills.
  • Experience in identifying, anticipating and monitoring the development of emerging issues, managing issues as they arise, and facilitating the resolution of issues.
  • Effective project management, planning and organising skills and experience
