The National Emergency Management Agency (NEMA) provides national leadership to New Zealand’s distributed emergency management system. NEMA’s primary focus is on the performance and capability of the emergency management system as a whole, across all hazards and all risks and the 4 Rs of risk reduction, readiness, response and recovery. We are going through an exciting phase of growth and there will be more opportunities with NEMA over the coming months.

Team Leader, Social and Community Resilience

We have an exciting opportunity for a Team Leader, Social and Community Resilience to join our agency. This leadership position is a full-time permanent role with responsibilities for leading the development and maintenance of emergency welfare and community resilience planning and arrangements.

As the Team Leader, Social and Community Resilience you will be responsible for:

  • Providing thought leadership on emergency welfare and community resilience research, policy and best practice to support the strategic outcomes of the National Disaster Resilience Strategy.
  • Leading a small, passionate, highly influential and connected team to develop, maintain and evaluate emergency welfare and community resilience planning arrangements, guidance and doctrine at the national and regional levels.
  • Facilitating multi-agency forums to progress emergency welfare and community resilience planning, policy and practice by actively engaging with relevant stakeholders, especially at strategic or sector-wide levels.
  • Connecting and engaging with a broad range of agencies across the social, community and volunteer, private, and non-government organisation sectors, that have a role to play in emergency management to enable planning that supports communities.

You will also have a very hands-on role during emergencies as a member of the NEMA Duty Team and fulfilling an operational role during activations of the NEMA National Coordination Centre and/or National Crisis Management Centre.

The Planning Team, within the Analysis and Planning business unit, is a small, passionate, highly influential team that is accountable for developing, maintaining and evaluating the strategic national emergency management planning framework (and supporting doctrine) and response emergency management planning and guidance under the National Security System.

With the team continuing to grow, there are multiple and rewarding opportunities within the Planning team available, which will continue to support and enable the NEMA to grow as an organisation:

  • Senior / Advisor, Strategic Planning (1x role)
  • Senior / Advisor, Response Planning (2x roles)
  • Senior / Advisor, COVID-19 Response Planning (18-months fixed term)

The Senior or Advisor, Strategic Planning is a full time permanent role within the Planning Team that influences and supports national strategic planning and policy, including the review of the National Civil Defence and Emergency Management Plan Order and Guide.

This exciting role will provide an opportunity to connect and engage with all agencies and public, private, and non-government organisation sectors, that have a role to play in emergency management to enable planning across the 4Rs of risk reduction, readiness, response, and recovery from emergencies.

You will also have a very hands-on role during emergencies as a member of the NEMA Duty Team and fulfilling an operational role during activations of the NEMA National Coordination Centre and/or National Crisis Management Centre.
