About the Opportunity
 

This newly created role represents a significant step in TRC’s commitment to improving employment and skills outcomes for local residents. The Programme & Partnerships Manager will stand up and lead TRC’s Jobs & Skills function in‑house, building the operating model, strategy, shaping the team, and driving partnerships that unlock meaningful pathways into training, employment, and apprenticeships.

Reporting to the General Manager Social Transformation, you will oversee both the operational performance of the Jobs & Skills Hub and the strategic development of funding and partnership opportunities. You’ll work closely with employers, build partners, training providers, government agencies (including MSD), and community groups to create sustainable, long-term opportunities that support Tāmaki whānau into work.

What You’ll Do

  • Stand up and scale a new Jobs & Skills hub, including the office, operating model, team structure, systems, and delivery approach
  • Lead partnerships across employers, build partners, training providers, and community organisations to unlock employment, training, apprenticeships and new funding opportunities
  • Secure and manage funding streams, including social investment and philanthropic opportunities, to future‑proof the programme
  • Translate TRC’s social and economic aspirations into practical, place‑based programme delivery
  • Oversee reporting frameworks, data, and insights that demonstrate impact and support governance and decision‑making
  • Work closely with internal teams to embed Jobs & Skills outcomes across the wider TRC programme
  • Identify emerging opportunities, reduce duplication, and leverage the strengths of existing partners to secure better outcomes for whānau

Who You’ll Be
We’re looking for someone who brings a strong mix of strategic partnership capability, operational delivery experience, and genuine relationship leadership. You’ll be grounded, collaborative, and committed to creating better outcomes for Tāmaki communities. With experience leading employment, training, skills, or community programmes (or transferable experience from complex environments), you’ll also bring confident people leadership and ideally have helped stand up new functions or teams. You’ll have a proven ability to build partnerships across public, private, and community sectors, secure and manage funding opportunities, and navigate diverse funding ecosystems. Strong cultural competency, especially experience working with Māori and Pasifika communities is essential. Organised and solutions‑focused, you’ll thrive in fast‑moving environments where you can connect the dots, spot opportunities, and mobilise others. Above all, you’re a natural relationship‑builder with strong influencing and facilitation skills.
