As the Jobs & Skills function transitions in‑house, TRC is creating a new Business Development & Operations Lead role to strengthen employer engagement, operational performance, and impact reporting across the Hub. This is a pivotal role ensuring the Jobs & Skills Hub operates effectively, makes informed decisions, and delivers measurable employment outcomes for the community. This role sits at the intersection of business development, operational delivery, and performance insight. As an externally focused role, the Business Development & Operations Lead seeks to work closely with local employers to support greater employment opportunities,  whilst also functioning as an operational champion to ensure the Hub has the systems, frameworks, and data it needs to understand what’s working, where to invest effort, and how to continuously improve.

What you’ll do

  • Own and grow employer and industry relationships to unlock employment, training and placement opportunities alongside the Programme Manager.
  • Strengthen alignment between employer demand and participant pathways leveraging data and insights to advise where demand sits and what areas to focus on
  • Lead the development and improvement of operational systems, documentation, and delivery workflows
  • Design and maintain reporting frameworks, dashboards, and insights that demonstrate performance and impact
  • Contribute to a collective delivery model, supporting the wider Hub when required

Who you’ll be

You bring a strong blend of relationship and partnership building and operational thinking, with experience across business development, employment services, community programmes, or similar environments. You’re confident building trusted relationships with employers, partners and internal teams, and understand how those relationships translate into meaningful opportunities for communities. Comfortable working with systems, data and reporting, you’re able to turn activity into insight and vice versa. You’re organised, solutions‑focused and at ease operating in evolving, “build‑as‑you‑go” environments, bringing structure where it’s needed without losing sight of purpose. Experience working alongside Māori and Pasifika communities — or a strong commitment to developing this capability — is essential, as is a genuine motivation to strengthen programmes that deliver lasting impact for whānau and this important Kaupapa.
